Singapore does not have an embassy or consulate in Khartoum, so you cannot apply face-to-face inside Sudan. Singapore ICA rules ask for an authorized local sponsor or visa agent inside Singapore to file visa applications for Sudanese nationals. Yes. A European residence permit (Aufenthaltstitel, Ausländerausweis, Uppehållstillstånd) does not change your nationality.
